Organisation, Functions and Duties

Organisational Set-Up

Based on the report of the Gwyn committee and the scheme formulated by the Government of India, the Government of Andhrapradesh, through the GOMS No.1255(edn) dated 12th June 1968 established the state Institute of Telugu termed as Telugu Akademi. Telugu Akademi is a registered institution under the societies Registration Act 1860 (Act 21 of 1860) Andhra pradesh (Telangana Area) Public Societies Registration Act of 1350 (Act 1 of 1350 F) and is managed by a Board of Governors Consisting of official and non - Official members. The Akademi started functioning from the 6th August 1968.

Objectives

The avowed objects in establishing the Akademi are :

  1. To Promote the spread of the Telugu Language and to develop it and secure its enrichment and modernization
  2. To coordinate with the Government in the easy switch over to Telugu as the official language for purposes of administration; and
  3. To coordinate with Universities in the easy switch over to Telugu as the medium of instruction at all stages of higher education.

Constitution

The Akademi is administered by a Board of Governors consisting of official and non-official members. The Hon'ble Minister for Higher Education is the Ex-officio Chairman of the Board of Governors. Other members include secretaries for Higher Education and Finance Departments, Vice-Chancellors of the Universities in the state, the Director of collegiate Education, the Director of Board of Intermediate Education, the Director of Technical Education, the Chairman of Commission for Scientific and technical terminology, New Delhi, the nominee of the University Grants Commission, the Chairman of the State council for higher Education, the president of AP Academi of Sciences, the member-secretary of the Andhra pradesh official Language (Legislative) Commission and 4 non - official (nominated) members. The Director of Telugu Akademi is the member - secretary of the Board of Governors.

The secretary to Government, Higher Education Department is the VICE - CHAIRMAN of the Telugu Akademi. The Board is made responsible for the management and administration of affairs of the Akademi in accordance with the rules and bye-laws of the Akademi framed there under with powers to make bye - laws and annul, amend, alter, vary or modify them from time to time. The Board of Governors is therefore the highest policy making body.

Standing Committees

There are two standing committees of the Board, VIZ (1) standing committee for Administrative matters (2) standing committee for Academic Matters to help and guide the Akademi in the conduct of the concerned affairs. The secretary for Higher Education is the chairman of the standing committee for Administrative Matters. The Vice - Chancellor of Telugu University is the Chairman of the Academic Matters. The Director of the Telugu Akademi is the member - Secretary of these committees

The Director of Telugu Akademi is both the Academic and Administrative head of the institution.

Activities of the Akademi

In order to achieve the objectives, the activities of the Akademi are distributed among the three Departments established for the purpose. They are
(1) The Research and Survey Department
(2) The Teaching and Training department and
(3) The Publication Department.

Functional Aspects

Publishes books in Telugu Medium for the students of Higher Education and also books of general and popular interest in the form of Text books, Reading material, Bulletin, Glossaries, Dictionaries, Translations, Monographs, Popular series, Readings and reference books. Also publishing books for competitive examinations in the form of question banks. Publishes books in both English and Telugu media for intermediate courses.

Conducts research in Telugu Language and Terminology development

Organises orientation courses for teachers

Conducts Telugu classes to non - Telugu people and training classes to employees and officers to use Telugu as official language.

Conducts seminars and workshops on terminology on modernisation of Telugu Language and on the growth of language and Literature.

Publishes Telugu Journal for the benefit of Students, Teachers and Researchers.

Undertakes to organise exhibitions and sales promotion activities of books published by the Akademi.

Collaborates with other state level and National level organisations like Universities, Akademies and Academic bodies and with other publishing houses in publishing books in Telugu and also in conducting seminars and workshops etc.

Collaborates with the Centre for Scientific and Technical Terminology (New Delhi) and also with other Akademies in evolving Terminology.

Sales and Distribution

The Telugu Akademi has established six Regional centres (Visakhapatnam, Vijayavada, Tirupati, Anantapur, Warangal and Hyderabad) and Sub Centre (Guntur) to facilitate the supply of books all over state. These centres will also be doing the work of sales promotion in respective regions. Akademi has also Commissioned a publicity - cum - exhibition - cum - sales van for wide publicity of its books and to promote sales and also to conduct exhibitions, for creating book awareness among people.

Composing Unit

The Akademi has installed a photocomposing unit. With the help of this unit the Akademi is in a position to get the manuscripts composed easily and quickly and also prepare the press copies of revised editions by supplying to printers for off - set processing and printing

Library

There are around 35,000 Volumes in the Library. Out of them about 20,000 volumes are reference books, Many periodicals are being subscribed for the Library for the benefit of Telugu readers, researchers and translators.

Computerisation of Telugu Akademi Functions

The Telugu Akademi has Computerised its functionary aspects of all Departments and sections by installing 10 Computers. The process of Computerisation is yet to be completed.

Powers and Duties of Officers and Employees
[SECTION 4(1) (b) (ii)]

Director

The Director of the Telugu Akademi is both Academic and administrative Head. The Director has powers and duties to (i) ensure the proper functioning and strict observance of the bye - laws and Rules of the Akademi (ii) Supervise the work and conduct of the staff (iii) Organise study courses and research projects (iv) exercise disciplinary control for the proper functioning of the Akademi, Convene Board of Governors Meetings and standing committees as and when necessary. He is the chairman of the selection committee for staff of classes III and IV and the appointing authority for the same staff. On the academic side he is assisted by academic officersi.e Deputy Directors, Research officers, Research Assistants, Publication Assistants and Survey Assistants. On the administrative side he is assisted by officers Viz, Administrative officer, production officer, Accounts officer, stores officer and sales officers besides the necessary complement of ministerial staff.

Deputy Directors

Periodical assessment of the staff in their respective departments, preparation of schemes and projects, annual budgetary requirements, conducting seminars, workshops, meetings, conferences etc. The Deputy Directors assist the Director of the Akademi in respect of the subjects alloted to them by the Director. They directly send proposals, files etc.to the Director from time to time as per the orders.

Research Officers

To update the syllabus and other information required pertaining to their departments besides assisting the Director and Deputy Director periodical assesment of the staff working in the Department. They directly send the files and other papers to the Deputy Director for onward submission to the Director.

Research Assistants/Publication Assistants / Survey Assistants

To correspond with the universities and other institutions, to prepare panel of subject experts pertaining to the needs and requirements of subject alloted to them; to assist the Research officers and Deputy Directors in day to day discharging their duties and functions.

Administration

Administrative Officer

Subject to general control and superintendence of the Director, the Administrative officer is in-charge of the service matters of the personnel in the Akademi and office administration and shall carry such other duties as may be assigned to him by the Director from time to time.

Accounts Officer

Subject to the general control of the Director, the Accounts officer shall in - charge of all regiters, Records etc of the Accounts branch of the Akademi and shall carry out such duties as maybe assigned to him by the Director from time to time. The Accounts is also drawing and disbursing officer and he shall keep in safe custody the cash balances, cheque books, cashbooks, ledgers, vouchers, acquittance registers etc. with the assistance of the staff assigned to him. He shall prepare annual Budget estimates and shall attend all matters pertaining to audit of the Akademi Accounts.

Production Officer

The Production officer is the head of Printing section. The production officer is responsible for the timely release of publications and will inspect the presses besides assesment of the printing paper and cover paper required for different publications. He will supervise the functionary aspects of the printing section with the staff attached to him.

Stores Officer

The stores officer is the head of the stores wing. He is responsible for the safety and security of stocks in godowns and he will assist the Director in procuring the required printing paper and cover paper. He will undertake periodical inspection of the godowns and submits inspection reports to the Director. He will submit proposals annual physical verification of stocks of paper and books in godowns

Sales Officer

He will supervise the work of sales section and regional centres and issue guidelines and instructions to the staff under his control after obtaining orders from the Director. He will assist the Director from time to time about sales of publications and undertakes sales promotion activities.

Managers of all Sections & Regional Centres

Senior Clerks

They will assest the managers and concerned officers in discharging their respective duties and responsibilities.

Senior Assistants

They will maintain all the files in the section and also deal with the correspondence pertaining to the subjects attached to them.

Junior Assistants

They will gather the required paper material and reference particulars as per the instructions of the superior officers in the section. They will also attend work alloted to them depending upon to needs of the sections workload

Typists

They will attend typing work

Composing Operators

They will attend to the work alloted to them in the photocomposing unit.

Note : Depending upon the nature of department and sections in which they are posted, the nature of work differs from section to section.

Procedure Followed in Decision - Making Process
[SECTION 4(1) (b) (iii)]

The procedure in decision making is by way of convening staff committee meetings by the Director; convening sub committee meetings constituted by the Board of Governors and standing committees. In certain Academic Matters, the Akademi consults the university Academic syllabus committees, in respect of publications and printing matters, the government Text book press and in respect of administrative Matters clarifications are being obtained from the secretariat, Head of the Departments and other state institutions like APPSC, State council for Higher Education, Board of Intermediate Education and collegiate education.

Norms Set for the Discharge of its Functions
[SECTION 4(1) (b) (iv)]

The Business of the Telugu Akademi will transact in the Department as per the Policy decisions taken by the Board of Governors and standing committees. The Akademi will follow strictly in accordance with the approved bye - laws and different aspects and without any deviation the Akademi will follow the government orders, instructions and guidelines from time to time. The Budget allocations approved by the Board of Governors will be seriously kept in view for the purpose of spending on different schemes and projects undertaken by the Government.

In case of necessity arises appropriate proposals will be submitted to the standing committees and board of governors in the form of Agenda notes for appropriate approval and follow the decisions for proper implementation. If, in the opinion of the chairman of the Akademi immediate action is called for on any matter and it is not possible or convenient to convene the meeting of the Board, he will authorise the secretary of the education department (Vice Chairman of Akademi) to take action and the action so taken shall be reported at the next meeting of the Board for ratification.
